Name that Pump Park!

The Chamber’s Tourism Committee has created a new Bike Club, the Sweetwater Mountain Biking Association and the club has brought a new concept to the City…a "Pump Park" or in other words a skills park for bike riders of all levels. The idea was one of the topics the group had heard about at the IMBA, (International Mountain Biking Association), Summit in Park City last year. The parks take up very little space, can be built relatively inexpensively and volunteers can do most of the work. Bike Club members Tom McIntosh, Jim Dunks, Brent Sckorz, and several others approached Parks and Recreation Director Walt Bratton about the idea in February and Walt has run with the idea.

The park will be located just south of Stratton Myers and the Chamber is helping the Club by sponsoring a "Name that Pump Park" contest. Anyone can submit a name to the Chamber, but it should reflect the spirit of the community and bike riding. The Bike Committee will choose the winning name. They will receive a $100.00 Gift Certificate, donated by the Chamber of Commerce and get recognition in the Newsletter.

Names can be submitted to the Chamber at 1155 W. Flaming Gorge Way, Green River, WY 82935, e-mailed to jhartford@sweetwaterhsa.com or faxed to 307-875-8993.

Deadline to submit names are May 15, 2009.

WCTI Legislative update from the Capitol

The 2009 Wyoming legislative session has ended.

Budget Boosts Wyoming Travel and Tourism! The legislature graciously provided Travel and Tourism with over $2 million in this off-budget year, an amount greater than most state agencies received. $955,000 of that goes into an advertising campaign that will penetrate the existing markets more deeply than in the past, says T&T Director Diane Shober. The rest of the money goes into continuing planning and site design for a new travel center/tourism offices on I-25 South of Cheyenne. Thanks to all who called, talked in person or emailed their local legislators—without them we never would have accomplished this!

Statewide Lodging Tax bill would have upset system - This legislative session saw yet another serious attempt at a statewide lodging tax. This bill, by Jackson’s Rep. Pete Jorgenson, went further than most in that it would have totally done away with the current system of local option tax boards. Again, many of you helped immensely in this effort as the effort was snuffed out before it began. After testimony from hospitality operators and others and ground work by your association, this bill failed to receive a ‘second’ in committee. We can never take our current system for granted, as evidenced by this effort. Thanks again to all who helped on this!

Film industry financial incentives - Lowers the threshold for reimbursement to film companies from $500,000 to $200,000 in qualified expenditures to add further incentive for filming in Wyoming. WTIC lobbyists testified in the Minerals, Business and Economic Development committees of both houses with great support. Both houses favored the bill as it was originally drafted (no amendments). This bill has been signed by the Governor.

State Historic Sites Appropriation – Proposed $14.5 million for capital construction, interpretation, consulting and operations and maintenance of our historic sites in jeopardy statewide. This was a bill as a result of Joint Travel, Recreation and Wildlife Committee interim work. The Senate Appropriations committee reduced the funding to $1 million that would only include capital construction at Fort Fred Steele, capital construction at Piedmont charcoal kilns and for improvements at the Carissa mine site. The bill then passed the Senate as well as the House with no other amendments. WTIC lobbyists testified in the Travel, Recreation and Wildlife Committees of both houses. Signed into law by Governor.

Immigration Reform - Legislation filed before the session could have turned this debate into an ugly, name-calling debate over who is responsible for illegal immigration with fingers pointed right at employers. It was called the worst immigration legislation in the country. The Wyoming Lodging and Restaurant Association and the Wyoming Travel Industry Coalition led an effort to form a working group of employer organizations. The group met with the bill sponsor of the legislation but at the same time sought an alternative solution. The alternative came from a suggestion from Speaker of the House Colin Simpson to offer a Joint Resolution to Congress from the Legislature. Lynn Birleffi and Jim Magagna, Wyoming Stockgrowers Association, with the help of IMMIGRATIONWORKS (a national employers group) drafted a resolution and it passed the House and a Senate Committee until it ran out of time for final passage on the Senate Floor. Defeated the issue.

Other bills of interest:

• HB 130 State Parks Matching Account – Provides $1 million to set up a State Parks matching account to match private donations to designated state parks. (Monitor) On Governor’s desk for signature.

• HB 135 Recreational Safety Act-amendments – Limits the liability of landowners concerning parking for recreational and sporting events. (Monitor) Passed House Judiciary Committee, passed House, passed Senate Travel Committee, passed Senate and is on Governor’s desk for his signature.

• HB 239 Big Horn Basin Discovery Center – $15 million to build the Wyoming Big Horn basin nature and discovery center on state park land to be located near the entrance to Hot Springs state park. (monitor) On Governor’s desk for signature.

BILLS WHICH FAILED EARLIER:

• HB 103 Illegal Immigration
• HB 304 Lodging Tax – Statewide imposition
• SF 15 Cultural Heritage and Tourism Areas

What’s New Out There!

Al Harris, of the Radio Network was inducted into the Wyoming Broadcasters Hall of Fame last month. He will be honored at this year’s Wyoming Broadcasters Convention in June to be held in Green River and Rock Springs.

Steve Core, of the Radio Network was recognized as the Sports Caster of Year from the Wyoming Broadcaster’s Association. This is the second time in four years that Steve has received that honor.

Way to go guys!!!

Senator Enzi update

Small business helps you build from the bottom up

I recently took part in the small business forum at the White House which aimed to help the millions of small business owners and employees get through the economic downturn. It was a great opportunity because the only way to truly stimulate the economy is to do it from the bottom up. Small businesses are the backbone of this country, not Wall Street or banks. If we focus on the small businesses, we can pull ourselves out of this economic slump.

One thing I have always loved about the West is that it is full of people with answers and great ideas. While at the White House, I even passed on some common sense solutions from westerners, specifically Andrew Field of Livingston, Montana, about helping small business. He shared his ideas with James Klessens, President of Forward Cody, Inc., who then passed them on to me when I visited Cody for my annual procurement conference. To read what Field had to say, click here.

At the White House forum, President Obama said all the right things, now we’ll see if he does the right things to help out where it counts. Part of his plan strives to free up credit for small business and I am encouraged it uses money that is already in the system. None of this should be a handout – it should be an opportunity to succeed.

President Obama’s plan focuses on helping small businesses by raising the guarantee on loans to 90 percent (up from 85 percent), lowering the Small Business Administration fees for those loans, provide tax relief and incentives, and eliminate the capital gains tax for investment in small businesses. President Obama’s plan also calls for the Treasury to use $15 billion of previously allocated Troubled Asset Relief Program (TARP) funding to purchase small business loans currently held by community banks that aren’t able to sell them in a secondary market. This is designed to free up capital for banks to administer more small business loans. The plan also requires the 21 major banks that were bailed out with taxpayer money to report the percentage of their loans to small businesses each month.

Wyoming is full of business-minded people and big ideas. To learn more about cultivating and managing those ideas, come to my annual Inventors Conference at Casper College on April 25.

The inventors conference offers the opportunity to learn how to turn entrepreneurial dreams into a reality and pursue a business venture. Guest leaders and inventors will share their knowledge and expertise about how to protect ideas, set up small businesses, and market inventions. For more information or to register, contact Robin Bailey in Enzi’s Gillette Office at (307) 682-6268 or e-mail robin_bailey@enzi.senate.gov.

We need more Yellow Bikes!!!

The Chambers Tourism Committee is again working on a providing a free Community Bike Program. The Community Bikes would be free to the public to use and will be placed at several locations through out town. We are partnering with the Green River Parks & Recreation Department and the Green River Community Chest to bring this project back again.

We know everyone has spring fever and is working on cleaning out your garages, sheds, and storage areas. And I bet you have a bike in there collecting dust! Well don’t throw it away…bring it to us! We will take bikes of any size…yes even tricycles!

Tom McIntosh, Jim Dunks and Brent Skorcz and members of the Sweetwater Mountain Biking Association will strip those bikes down and get them painted BRIGHT yellow! The group hopes to have these bikes out soon so the community can use them when the weather gets better; yes it is going to get better!

The City has some great bike trails and we want more people to be able to use them. If you happen to be walking the trails and want to ride; just pick up a bike at one the racks located near the Clock Tower Downtown, at Expedition Island and at Stratton Myers. Ride around and the drop it back off at one of the other racks. This is a great way for travelers passing through town to enjoy them too. The Chamber gets requests about our bike trails…now they can experience them too!

ness Profile of the Month - "Al Harris to be inducted to the Broadcaster Hall of Fame"

The Wyoming Association of Broadcasters (WAB) Convention is making its way to Sweetwater County this summer and will induct Green River ’s own, Al Harris, into the Wyoming Broadcasters Hall of Fame.  Although Al’s name has been bantered about for the Hall of Fame many times in previous years, Radio Network General Manager, Steve Core, formally nominated him for the 2009 Award.

President of the WAB, Laura Grott, says Al’s name has been in the hat forever.  She says the award is not based on any set of criteria, however several factors are taken into consideration.  “Al has made a huge impact in radio for many years, he has served his community and has been a true pioneer in broadcasting for our state,” stated Grott.

Al began his career in radio 40 years ago and has owned and operated his own stations for the last 31.  Al put KUGR-AM on the air in 1976 and bought it from the previous owner in 1978.  Ten years after KUGR hit the airwaves, KYCS-FM was born and the two stations became known as Broadcast House.  In September 1998, two stations became three and Al put KFRZ-FM on the air.  Shortly after the Freeze signed on, the Broadcast House moniker was replaced by The Radio Network.  In June of 2005, The Big Dog, KZWB-FM, joined Al’s family of stations and became the fourth station to make up The Radio Network.

Al has received many community awards, including the Key to the City and the Distinguished Citizen Award.  He was a Volunteer Fire Fighter for 30 years, one of the founders of Flaming Gorge Days, Inc and a part of many community boards and committees.  He’s a past president of the Wyoming Association of Broadcasters and served eight years on the National Association of Broadcasters Board of Directors.  Al still resides in Green River with his wife Faith and he will continue to run the radio group as long as he’s still having fun.  So, CONGRATULATIONS Al, for becoming a part of the WAB’s Hall of Fame.  You deserve it!

40 Under Forty Winner

The Casper Star Tribune held it’s annual 40 Under Forty Recognition. Every year

the Casper Star accepts nominations for 40 inspiring standouts among the many young people whose talents are hard work and helping to build Wyoming. Congratulations goes out to Mike Nelson, High Plains Physical Therapy as one of the winners. Here is the information that was printed about Mike.

Mike Nelson of Green River has been described as an "extra miler" because of his community involvement. Mike is the current president of the Green River Chamber of Commerce. He volunteers as a sideline assistant during the high school football season and has long commitment to the Boy Scouts program. He is also a member of the Castle Rock Hospital District volunteer ambulance crew. Mike is a partner/owner of High Plains Physical Therapy, which has clinics in Green River and Rock Springs.

What’s a challenge at work you enjoy? I enjoy the challenges that come with living and working in a rural area. In bigger cities, therapists are becoming more specialized, but in our area I get to treat a variety of diagnoses.

What is your business philosophy or motto? To apply the highest standards of honor and integrity in the pursuit of becoming the best physical therapist I can be. Our motto at High Plains is, "Taking rehabilitation to a higher plane."

What do you see for the future? I see continued success and growth for both of our clinic locations, my four children all graduating from high school and going to college, and an early retirement so my wife and I can serve a mission for our church.

Age: 37

First paid job: Partner/Owner of High Plains Physical Therapy, with clinics in Green River and Rock Springs.

Professional person he admires: Angelo Dimaggio, president of the American Back Pain Center.

A book on his nightstand: "John Adams", by David McCullough, and "The Culprit and the Cure," by Dr. Steven G. Aldana.

Favorite stress buster: Pick-up basketball games at the Recreation Center, and watching sports on TV.

Last movie he watched: "Madagascar 2," with children.
