Name that Pump Park!

The Chamber’s Tourism Committee has created a new Bike Club, the Sweetwater Mountain Biking Association and the club has brought a new concept to the City…a "Pump Park" or in other words a skills park for bike riders of all levels. The idea was one of the topics the group had heard about at the IMBA, (International Mountain Biking Association), Summit in Park City last year. The parks take up very little space, can be built relatively inexpensively and volunteers can do most of the work. Bike Club members Tom McIntosh, Jim Dunks, Brent Sckorz, and several others approached Parks and Recreation Director Walt Bratton about the idea in February and Walt has run with the idea.

The park will be located just south of Stratton Myers and the Chamber is helping the Club by sponsoring a "Name that Pump Park" contest. Anyone can submit a name to the Chamber, but it should reflect the spirit of the community and bike riding. The Bike Committee will choose the winning name. They will receive a $100.00 Gift Certificate, donated by the Chamber of Commerce and get recognition in the Newsletter.

Names can be submitted to the Chamber at 1155 W. Flaming Gorge Way, Green River, WY 82935, e-mailed to jhartford@sweetwaterhsa.com or faxed to 307-875-8993.

Deadline to submit names are May 15, 2009.

Planning for the Future in Tough Times

             By Jeremy Wilch, business counselor

"Market conditions are tough right now, but I'm confident things will turn around. Are there strategies I
may implement during this slow time to help better position my business for the future?" Steve,

Laramie. As a former banker, I find a majority of my friends are bankers, portfolio managers or
business service providers. Perhaps that is because of the propensity to see these same individuals
at the golf courses and other "social networking" venues I still frequent. My current responsibilities as
a business counselor and legal specialist with Wyoming Entrepreneur.Biz make for a synergistic
partnership with these colleagues. On the occasions I have to visit with these "finger-on-the-pulse-of-
the-economy" friends of mine, I always ask, "What should I be telling my business clients to do in this
economy"? The resounding response is -- grow. But that can mean different things to different people.
Perhaps my commercial lending compadres are suggesting the time is ripe for a huge expansion loan,
but I doubt it. Maybe my investment friends are suggesting I tell you to go diversify your portfolio, but
they always say that, so I doubt these tough economic times warrant any special treatment. No, I think
what "those in the know" are suggesting is this is a good time to invest in your business. Investing in
your business can mean many things. To me that means working on your infrastructure. We all know
infrastructure is just a big word for "the nuts and bolts" of your company; new record keeping
software, a piece of equipment that needs refurbished/replaced, certification you have put off, even
resurfacing the parking lot or a new coat of paint on the office walls. These are all infrastructure.
When business is good you are too busy to worry about those small details. How many times during
peak sales did you say to yourself, "I need to take care of {insert problem area here}." But you never
did because you were too busy making money to find time to spend it. Now is the time to reinvest it
in the company. With the economic slowdown, slow sales and fear of just covering the bills comes a
temptation to withdraw and save every penny. Problem with that is, we know things will rebound.
Already $1.5 trillion has been earmarked for something called "economic stimulus" nationwide.
Whatever that really means, it suggests there will be a lot of money to be spent. When the good
times come back, will your business be poised to capitalize? Or will you be woefully unprepared?
One final thought: If you think your business is as prepared for the rebound as it can possibly be and
you have employees, consider investing in your greatest asset -- your staff. Employee training is a
fairly low-cost, high-return and easy investment in the people who make your business run.
If you are unsure what training your people need, or how to find the training they need, contact a local
WyomingEntrepreneur.Biz office for a no-cost consultation. Whether in equipment, real estate, your
business plan or people, an investment in your business today will lead to rewards when the inevitable
bounce-back arrives.

Chamber Stimulus Plan!!

We would like to help you stimulate your business, stimulate shoppers in the community and stimulate the bottom line. Here is how the “Chamber’s Stimulus Plan” works. Everyone time a customer comes into your business and buys something you give them a “Chamber Stimulus Coupon” to another participating Chamber Members business in appreciation for shopping with you. The customer gets an extra bonus for shopping local. They can then take their coupon to another Chamber Member’s business, buy something and get referred to another Chamber Member business. This way businesses are “stimulating” more spending in our community and in the long run stimulating our local economy.

All you need to do is call the Chamber to sign up, offer some sort of discount or value added option to your business. For instance you could offer a percentage off a purchase, or a buy one get one at a discounted price, or buy a meal and receive a free beverage. The options are up to you, the business owner, but it should be something of value to show the customers you care. The Chamber will match you up with a non-competitive business, print the coupons and deliver them to you. The Chamber will also print a list of businesses participating in the “Chamber Stimulus Plan” to be placed at each participating business and we will have the same list in the newsletter and on the web site.

To sign up or for more information please call the Chamber office at 307-875-5711

We need more Yellow Bikes!!!

The Chambers Tourism Committee is again working on a providing a free Community Bike Program. The Community Bikes would be free to the public to use and will be placed at several locations through out town. We are partnering with the Green River Parks & Recreation Department and the Green River Community Chest to bring this project back again.

We know everyone has spring fever and is working on cleaning out your garages, sheds, and storage areas. And I bet you have a bike in there collecting dust! Well don’t throw it away…bring it to us! We will take bikes of any size…yes even tricycles!

Tom McIntosh, Jim Dunks and Brent Skorcz and members of the Sweetwater Mountain Biking Association will strip those bikes down and get them painted BRIGHT yellow! The group hopes to have these bikes out soon so the community can use them when the weather gets better; yes it is going to get better!

The City has some great bike trails and we want more people to be able to use them. If you happen to be walking the trails and want to ride; just pick up a bike at one the racks located near the Clock Tower Downtown, at Expedition Island and at Stratton Myers. Ride around and the drop it back off at one of the other racks. This is a great way for travelers passing through town to enjoy them too. The Chamber gets requests about our bike trails…now they can experience them too!

Business After Hours Anyone!

The Chamber Membership Committee is looking for ways to provide networking opportunities for the Members. The idea of bringing back the
Business After Hours, or BAH, came up.

So we are asking you Chamber Members if you are interested in hosting a BAH and if you don’t want to host
one—will you come to one.

Okay some of you are scratching your head aren’t you…"What is a BAH?" Well if is very simple, you the
business owner, keeps your business open late for Chamber Members and public to stop by and mingle. You can
serve refreshments and snacks if you wish, also give door prizes out if you wish. The Chamber will publicize
your BAH in the newsletter, on the Reader Board Sign, send postcards out to the membership, place it in the
calendars of events, and send out broadcast e-mails.

What do you get out of the BAH? For the business hosting the event you get a lot of free exposure and the
opportunity to meet some of your peers. For the member that attends them you get to network with business
owners that you may have not had the chance to meet and talk with.

When should I hold a BAH? Typically they are held after 5:30 p.m. that gives other business owners time to
"close up shop" and get to your place. It is also a good idea to host them on a Tuesday, Wednesday or Thursday,
middle of the week activities have better participation than do Monday’s or Friday’s.

So we would like to know your interest in the BAH…whether it is hosting one or participating in one please
give us a call! 307-875-5711

Please Speak Up!

There has been a lot of buzz in the media lately regarding Mr. Million’s Water Pipeline project, as you may or may not know this individual would like to pipe water from the Green River and Flaming Gorge Reservoir to Colorado . The Corp of Engineers are in the scoping process right now and they are asking the public to voice their concerns. The Chamber of Commerce has sent a letter indicating a number of issues that need to be addressed as well as our opposition to the project, content of that letter is below.

I am encouraging everyone to please send in your areas of concerns, for instance, “lower water levels in the Flaming Gorge Reservoir will negatively impact wildlife, fish population and increase the probability of algae blooms”.

Your comments can be sent to: Rena Brand, Project Manager, US Army Corps of Engineers, Omaha District, Denver Regulatory Office, 9307 S, Wadsworth Blvd. Littleton , CO 80128-6901 or e-mailed to MCRG.EIS@usace.army.mil, by May 19, 2009

“Dear Ms. Brand,

The Green River Chamber of Commerce is voicing its strong opposition to the Million Pipeline Project. There are several reasons that the Board of Directors and I feel this project should be quelled.

1.     Mr. Million is basing his project upon the contention that there is excess capacity in the Upper Green River Basin watershed. We believe that the data being used is flawed and that there is in fact not enough water flowing down river to accommodate Mr. Million’s project and maintain the needs of current users.

o      The Upper Green River Basin has been in a severe drought for the past eight years. Snow pack in the Wind River Mountain Range, the source of water for the Green River, has been down, averaging -25% during those last eight years. Fontenelle Reservoir has been at 43% of capacity during those years, clearly showing that there is not enough water to sustain an additional allocation. Water for the Fontenelle Reservoir has not been adequate to keep it full in the past eight years. This drainage is the source of water for Sweetwater County , Sublette County , and portions of Lincoln County .

2.     The Green River is a unique “ High Desert ” river system and its habitat is not found anywhere else in the United State . This project threatens the delicate balance of this ecosystem.

o      Old growth Cottonwood stands along the Green River are dying out due to the recent drought. Taking more water from the Green would further their demise.

o      The Green River is a fly-way used by several migratory birds and raptors. A drastic reduction in water levels and thus resulting higher temperature in the River will kill native trout species, taking away these migratory birds food source. Also removing food source for river otters and other mammals that eat fish.

o      Increased water temperature increases algae blooms reducing oxygen in the river and killing off other water life.

o      Large wildlife species such as deer, moose, pronghorns and elk would also suffer from the reduced amount of water flowing in the Green River from the Point of Diversion, POD.

3.     This project would hinder future economic development for Green River and Sweetwater County .

o      Should any of the communities in the Upper Green River Basin area wish to expand, that ability to expand will be limited by allocating water to this pipeline project. The City of Rock Springs added eight new sub-divisions in the last three years; the City of Green River is looking at annexing and adding 1,000 new homes in the next five years; several County projects and expansions are slated for the future. Without the availability of water, growth in this County will come to a halt.

4.     The City of Green River has invested millions of dollars into creating a “ White Water Park ” as a recreational attraction for the City.

o      The White Water Parks success depends on adequate flows through those structures. Diversion of water for this project would lower those flow to below necessary

5.     Trans-basin transferal of water from one river system to another would transfer non-native and invasive species to another river system.

o      Taking water from entirely a different river system, pumping it across the State of Wyoming and a large portion of Colorado will most certainly introduce non-native species of vegetation and water life into the North Platte River, Lake Hattie, Hutton Lake National Wildlife Refuge, Pathfinder Reservoir, and South Platte River. The Wyoming Game and Fish Department currently has its hands full with trying to mitigate numerous non-native species of both vegetation & water life invading the Green and Flaming Gorge Reservoir. This will create an additional burden to an already under funded State agency.

6.     Tourism is a valuable economic driver for our area; reducing the flows through out that system would have an extremely negative effect on that industry.

o      Sweetwater County ranks 5th in the State for revenue generated by tourism, bringing in $176.5 million. The Green River and Flaming Gorge Reservoir are part of the drivers for the tourism visitation. Flaming Gorge Recreation Area received over 2 million visitors in 2007. Those visitors came to enjoy boating, camping and great fishing. Mr. Millions’ project has the potential to lower the water level in the lake by 5 feet each year unless there are significant increases in the watershed. That increase seems unlikely given the past eight years of drought, with no end in sight. Historically it takes the same number of years of higher than average snow pack and precipitation to get out of drought conditions. Even with the projected time line of the pipeline project of 2014 we will still not be out of “severe” drought conditions. Visitors experience on the lake and the river will not meet their past visits or expectations. They want to camp, boat and fish on a lake that is relatively full. They also want to raft and fish in a river that has at least 1000 cfs. When tourists inquire about the lake and river at our office those are both questions that we field.

7.     Mining, Oil & Gas and extraction industry is the largest economic industry for Sweetwater County and the State. This project has the potential to hamstring this industry.

o      Sweetwater County ’s economic success is directly tied to this industry. The following industry all utilize and pump water from the Green to run their operations. FMC , OCI, Solvay Chemical, and General Chemical, the four Trona mines; Jim Bridger Power Plant; Simplot and the Sweetwater/Rock Springs Airport. This project would significantly impact their access to water, in that it lowers the flows in the Green River , hindering their pump stations located all on the Green. This also would drastically impact the aquifer that supplies water to the Jonah and Pinedale Anticline Gas fields, two of the United States large reserves of natural gas.

8.     Reduction in downriver flows at the proposed points will create negative and detrimental impacts on the environment.

o      Lower water levels in the Flaming Gorge Reservoir will bring warmer temperatures to the water.  Trout thrive in cold water, cold water increases the oxygenation of the water; therefore great for fish. Lower water levels in both the River and the Lake will result in higher temperatures, less oxygen lower numbers of fish. Of course if the water temperature rises too high fish will die off. We have several unique trout in both the Green and the Flaming Gorge, one of which is the Kokanee Salmon. These fresh water Salmon live most of their lives in the lake. But during the spawning season in September they migrate up the Green to lay their eggs. Lower water levels will not only increase the water temperature, which will threaten their survival, but will also cause the fish to lay their eggs in less the favorable sites. Lowering the success of those eggs becoming viable.

o      Killdeer Wetlands located on the west end of Green River has been designated as a Green Belt area. The Green Belt Task Force, a 501 C 3 organization, has been working in providing adequate flows through the wetland in order to flush out the salts and alkali that tends to build up during a drought. This pipeline project would further hinder their efforts as well as increase the evaporation of the wetlands.

In conclusion, you have asked for reasons and concerns regarding this project and how those could be addressed. I have outlined several reasons and concerns—in our opinion—the only way they can be addressed is by not approving the project. The Board of Directors and I most certainly agree that more studies need to be conducted on the actual amount of available water in the Upper Green River Basin

We also contend that if Mr. Million’s basis for taking this water is that it is already Colorado ’s allotment, then it should be taken in Colorado . It also is not proposed to supply the western slope of Colorado, but the eastern slope—which we contend should be part of Colorado’s eastern slope water drainage system the Great Plains Region, an entirely different river system and water drainage.

Sincerely,
